You do not need to start from scratch every time you send a resume. But it is worth the time to take a few minutes to align your resume with the job posting for your target job. Your cover letter should focus on just a few skills and accomplishments that are the most relevant to your target job. It should be succinct, include easy to scan bullet points to call out information and should always be customized to the specific job posting you are responding to.
